Reviewing

The procedure for reviewing manuscripts sent to the editorial office of the Information and analytical journal (IAJ) «Social and Humanitarian sciences. Domestic and foreign literature».

Series 4: «State and Law»

The rules for reviewing and publishing of manuscripts are laid out on the journal’s website: https://inion-journalaw.ru/reviewing.php

The Information and analytical journal (IAJ) «Social and Humanitarian Sciences. Domestic and foreign literature». Series 4: «State and Law» accepts for publication original (not previously published and not under consideration for publication elsewhere) scientific and review materials.

The text of the manuscript for review and in case of a positive result of publication is submitted to reviewers by downloading from the website created for uploading manuscripts. All manuscripts submitted to the Information and analytical journal (IAJ) «Social and Humanitarian Sciences. Domestic and foreign literature». Series 4: «State and Law» necessarily undergo the procedure of preliminary assessment and review.

At the first stage, the members of the editorial board carry out an assessment of manuscripts for their compliance with formal requirements including verification in the «Anti-Plagiarism» system. Manuscripts that are not original, do not comply with the Manuscript submission rules (laid out on the journal's website https://inion-journalaw.ru/authors.php) and those that do not meet the content-thematic profile of the journal are not reviewed and are not accepted for publication. In this case, the decision to reject the article without reviewing is made by the editor-in-chief in consultation with the relevant members of the editorial board.

Manuscripts that meet the formal requirements undergo a double "blind" review procedure. For this purpose the manuscript is sent to an independent reviewer to assess its scientific quality. Reviewers can be members of the editorial board of the journal as well as other highly qualified experts from the Institute of Scientific Information on Social Sciences of the Russian Academy of Sciences and other scientific institutions. All reviewers are experts on the relevant subject of peer-reviewed materials and have published on it within the last three years.

In some cases (by the decision of the editor-in-chief of the journal) an article may be sent to a third reviewer.

Reviewers are required to comply with the principles of publication ethics adopted by the journal. They are aware that the manuscripts sent to them for review are subject to copyright protection and cannot be used for personal interests.

A person who in one way or another took part in the writing of the manuscript, led the research or advised the author cannot be involved as a reviewer.

Reviews are written in accordance with the form provided by the editorial board and reflect the following information:

– conformity of the article (review, etc.) with the subject of the journal;

– conformity of the title and abstract of the article (review, etc.) with its content;

– professional level of the article (review, etc.), familiarity of its authors with scientific literature on the topic of the article;

– relevance of the subject of the article (review, etc.) for domestic and foreign science;

– clarity and structuring of the material; logic and persuasiveness of argumentation;

– compliance of the presentation style with academic requirements;

– compliance of the material with the Manuscript submission rules (laid out on the journal's website https://inion-journalaw.ru/authors.php).

In addition to evaluating the above aspects the reviewer expresses a detailed opinion about the reviewed material, in which she/he can note its substantive, compositional and stylistic shortcomings or lack of references to important research on the topic of the article. The reviewer's opinion should be justified.

In conclusion, the reviewer makes one of the following decisions:

– the article (review, etc.) is recommended for publication;

– the article (review, etc.) is recommended for publication after minor revision;

– the article (review, etc.) is recommended for publication subject to serious revision by the author taking into account the recommendations of the reviewer;

– the article (review, etc.) is not recommended for publication.

The maximum period for reviewing an article (review, etc.) should not exceed two months.

The editorial board sends the author a copy of the review (without specifying the name of the reviewer and his place of work) upon request or if the review contains specific recommendations for correcting and finalizing the article (review, etc.). In this case, the author should take into account the recommendations when preparing a new version or respond to the reviewer's comments in a reasoned manner.

If the article (review, etc.) is not recommended for publication, a reasoned refusal is sent to the author.

The author has 10 days to make edits from the date of sending him a review. The Editorial Board reserves the right to reject the manuscript if the author violates the deadline for making edits.

The editor-in-chief is responsible for the final decision on the acceptance or rejection of the manuscript and on the order of publication of the article (review, etc.) recommended for publication.

Rejected manuscripts cannot be re-submitted to the journal.

The reviews are kept in INION RAN and in the editorial office of the journal for five years.

The Editorial board of the journal undertakes to send copies of reviews to the Ministry of Education and Science of the Russian Federation upon receipt of a corresponding request to the editorial office of the journal.
