The article analyzes the international legal framework for the consolidation of labor, social and cultural human rights at the universal level and in the format of a combination of scientific positions and interpretation of international treaties in the UN system. Special attention is paid to ensuring these rights and the specifics of their formulation in international legal instruments, such as general comments adopted by the UN Committee on Economic, Social and Cultural Rights. The directions of state support to the social sphere presented in the national report of the Russian Federation to the UN Human Rights Council at the Universal Periodic Review in 2023 are separately outlined.
