Abstract
The article conducts a comparative analysis of the level
of digitalization development in Germany and other European
countries, analyzes the reasons for the low level of digitalization in
Germany, considers the experience of the federal state of Bavaria in
defining the regulatory framework for the digitalization of society, as
well as the development of measures to raise awareness among the general population about the dangers of disinformation and targeted
manipulation on the Internet
