The article is devoted to the analysis of the operation of the principles of constitutional law in the context of the introduction of new biotechnologies. Models for constructing the principles of constitutional law and ensuring the direct and immediate effect of these principles in solving problems of legal regulation of those areas of life that are most strongly influenced by innovative technologies are explored. It is argued that the potential of the system of principles of constitutional law has not yet been fully revealed. At the same time, it is obvious that on their basis the doctrine of the priority of the common good (public interest) is important for ensuring biological safety
