New vectors of development of the international human rights system in the digital age

Abstract

Modern digital technological development has serious economic, political and cultural consequences, this process initiates a legal transformation, including the translation of abstract ideas about «digital rights» into specific legally recognized human rights norms, the formulation of new digital rights at the international and national levels. The UN General Assembly, the UN Human Rights Council and other international and regional organizations have adopted many acts that make it possible to adapt the international human rights system to the digital age, expand and disseminate universally recognized human rights to online activities, and adapt existing human rights to new and changing conditions. This review article reveals the research of a number of scientists analyzing the structure of the international human rights system in the context of the introduction of digital technologies. This changing normative landscape creates new opportunities for the evolution of human rights, but also raises new concerns about their acceptability in the international human rights system.
